Q Has anyone seen it before? Experts don't think it is a tax label - no amount of duty indicated. Perhaps an elaborate trade identifying card for a paper maker?

A It’s likely this is a ream label. A German paper-maker’s ream label dating from about 1550 is illustrated on page 200 of Papermaking: The History and Technique of an Ancient Craft by Dard Hunter, published by Courier Dover Publications, 1978.
